Paramananda Barma Kurmi was born on July 23, 1967 in Sonpur-2, Banke. Son of Rameshwar Barma and Jaikala Devi Barma, Paramananda is a father of three sons and a daughter. His wife Sushila Devi is a district member of All Nepal Women Association (Revolutionary). He holds a degree equivalent to I.A. from Baharaich, India. He is contesting from Banke-2 in the CA Election 2013 representing UCPN-Maoist.

He is currently a member of UCPN-Maoist's Tharuwan State Committee Secretariat. Also a central secretary of the Madhesi Liberation Front, Barma began his political career from CPN-UML in 1998 as area secretary. He joined CPN (ML) in 1999 and got involved in a teacher's association close to the then CPN (Maoist).

He went underground in 2002 and went on to become the deputy chief of the CPN (Maoist)'s Banke-Bardiya People's Government in 2005. Prior to that, Barma served as a teacher at Kalika Primary School in Sonpur, Banke for two years.

He was a member of the reinstated interim parliament in 2006. He contested from Banke-3 representing CPN (Maoist) in the CA Election 2008. He, however, lost the election with 6,970 votes to his name.
