Chairman of Constituent Assembly, Subhash Chandra Nembang was born in 1953 in Ilam's Suntalabari. A law practitioner by profession, Nembang was born to Ram Bahadur and Apindra Kumari. With Bachelor's Degrees in Law and Humanities stream, Nembang has a long political background and earned a good name for himself in his profession during the Panchayat period.

He is the first elected Free Student Union chairman of Mahendra Ratna Campus in Ilam. He was also elected as general secretary of Nepal Bar Association in 1987.

In 1994, he was appointed Law and Justice Minister in the government of Man Mohan Adhikari, the first democratically-elected communist PM in Nepal. He has also held port folios of General Administration and Local Development in the governments formed later. 

Nembang has emerged victorious from Ilam-2 in all elections held after the restoration of democracy in 1990. He won both legislative elections of 1991 and 1999, and went on to hold key posts like the chairman of Public Accounts Committee and chairman of the parliament. 

In CA Election 2008, he received 17,448 votes to register victory against his closest contender Keshav Thapa (NC), who had 14,044 votes to his name. Harka Bahadur Lawati (UCPN-Maoist) collected 8,916 votes to remain third from the constituency.

He is again contesting from Ilam-2 in CA Election 2013.

Known for his diplomatic skills, Nembang is blamed for bringing the sovereign institution like CA to an end by keeping it in a hostage-like situation in the name of consensus. Many still question his judgment of not calling the meeting of the CA on the last day, which they believe is the reason for the dissolution of the sovereign body. Considered a close confidante of senior leader Madhav Kumar Nepal, Nembang is known to be smart in grabbing the opportunities in the party. He has two daughters and two sons.
