Born on June 6, 1970 in Hanspur-1 Majhagau of Kaski, Bikram Khanal plunged into politics from Nepal Student Union (NSU) of Daunne Devi Secondary School unit as secretary in 1983. Participated at the publicity campaign of 1985's civil disobedience movement, he served as a unit secretary at Butwal Multiple Campus NSU in 1987.

A post graduate from Education faculty, Khanal also served as a district member at NSU Nawalparasi in 1988 and a member at Democratic Movement   Struggle Committee Nawalparasi.  With designations as a district vice-chairperson of NSU and a chairperson of NSU, he joined NC in 2004 as a district member.

Son of Gokarna and Madhu Maya Khanal,  Khanal involved in different social organizations including Indreni Social Development Forum as chairperson, NGO Federation of Nepal as district chairperson, National Land Rights Forum- Nepal as a campaigner, National Land Rights Concern Group as a committee member and Human Rights and Peace Society District Committee  as a member.

He has a son and a daughter.
